1. INTRODUCTION
This RFP is an invitation by GEO Nova Scotia (GEO) to receive proposals from qualified consultants with expertise in non-profit organizational development and scalability. The consultant will conduct a comprehensive review of GEO’s strategic direction and business/operational model and then provide analysis, tools, and recommendations to strengthen the organization’s capacity to respond to a variety of future financial and program scenarios.
The work will include a review of key business and operational areas such as finance (including funding), Human Resources, Program and Service Delivery, Technology and Infrastructure, Stakeholder Engagement, Regulatory and Compliance Standards, Innovation and Adaptability, and Collaboration and Partnerships. At the end of the contract, GEO will have a final report with a summary of the business and operational review, concrete recommendations for GEO’s organizational structure, a clear implementation plan for scalability (including financial sustainability), and detailed recommendations for operational analytics and reporting.
2. SCOPE OF WORK
2.1 Business/Operational Model Review
- Conduct a comprehensive organizational analysis using various techniques (such as SWOT and the Business Model Canvas). This will include interviews with the Board of Directors, Executive Director and other key stakeholders, as required.
- Conduct an analysis of the current organizational structure.
2.2 Organizational Structural Analysis and Scalability Planning
- Provide a growth plan to guide GEO with options and recommended next steps that are responsive to a variety of future scenarios, including short (1-3 years), mid (3 – 5 years) and long-term (5 – 10 years) planning horizons.
- Develop an organizational chart reflecting current and proposed structures that would allow GEO to scale from a $4 million to a $10 million organization while exponentially increasing service capacity.
- Identify strategies related to human resource capacity to assist capacity development, leverage of external contractors and ensure long-term sustainability.
- Identify strategies to maximize the benefits provided with the organization’s limited resources.
- Identify and recommend innovative revenue streams and sustainable models to diversify GEO’s funding.
- Explore potential partnerships and collaborations that can enhance service delivery and financial sustainability.
2.3 Operational Reporting Analytics and Metrics
- Make recommendations as to data collection and reporting operational matters including appropriate reporting frameworks and metrics.
- Create templates and recommendations for tools (if required) for operational reporting and improvement.
- Develop board reporting tools including KPIs tied to the strategic plan and dashboards.
- Make recommendations as to reporting information and mechanisms for stakeholders, including various funders and other key stakeholders.
3. PROPOSAL REQUIREMENTS
3.1 Company Background
- Provide a summary of the company’s structure and history.
- Describe relevant experience in providing similar services to non-profit organizations. Please provide two to three testimonials and references from clients on similar projects.
3.2 Consulting Team
- Provide full particulars of the personnel who would be delivering the services, including their background, formal training, professional designations, and relevant experience.
- Methodology
Provide details on the proposed methodology for the following components:
- conducting the business/operational model review
- conducting the organizational structural analysis and scalability planning
- developing operational reporting analytics and metrics
Also include proposed strategies for,
- identifying innovative revenue streams and sustainable funding models
- making the transition from qualitative to quantitative reporting will be achieved and the development of real-time data analytics systems.
- addressing leadership development, succession planning, and reducing reliance on contracted experts.
- enhancing organizational support structures, focusing on capacity building and creating a robust support system for the Executive Director and operational staff.
- exploring and developing partnerships that enhance service delivery and financial sustainability.
3.4 Timeline
- Provide a detailed timeline for the completion of each phase of the project aiming for completion in January 2025.
3.5 Budget
- Confirm the fee structure and related expenses.
- Include a proposed payment schedule.
4. EVALUATION CRITERIA
Proposals will be evaluated based on the following criteria:
4.1 Qualifications and Experience (30%)
- Overall qualifications and experience of the firm and key staff.
4.2 Methodology and Approach (30%)
- Demonstrated ability to successfully complete all requirements as specified in the Scope of Work.
- Inclusion of innovative revenue stream identification and sustainable funding models.
- Effectiveness of the strategy for transitioning to quantitative reporting and developing real-time data analytics systems.
- Quality of leadership development and succession planning strategies.
- Approach to reducing reliance on contracted experts and building internal capacity.
- Effectiveness of the proposed support structure for the Executive Director and operational staff.
- Strength of the methods for exploring and developing partnerships.
4.3 Value (20%)
- The reasonableness of the cost proposal.
- Alignment of work plan with overall project outcomes.
4.4 References (10%)
- Testimonials and references from clients on similar projects.
4.5 GEO Alignment (10%)
- Demonstrated understanding of GEO’s mission, vision, and strategic goals.
5. SUBMISSION REQUIREMENTS
- Proposals must be signed and emailed to info@geonovascotia.ca to be received before the closing deadline of Friday August 16 at 11:59 pm ADT (Halifax local time).
- Proposals should be typed, using a minimum of 12-point font size, single-spaced, and submitted on a single-sided 8½” x 11” letter size paper. The proposal should not exceed 20 pages in length.

7. CONFIDENTIAL INFORMATION
- Identify any information in the submission that is confidential. The confidentiality of such information will be maintained by GEO.
8. INDEMNITY
- The successful consultant will be responsible for all damages occasioned wholly or in part by any act or omission of the consultant, its employees, agents, or subcontractors and will indemnify GEO and save it harmless from and against any and all claims, actions, damages, liability, and expenses.
9. STANDARD CLAUSES
- All submissions are to be in English only.
- All submissions are subject to evaluation after opening and before award of RFP.
- The selected consultant will enter into direct contract negotiations to finalize an agreement with GEO.
10. GOVERNING LAW
- The terms and conditions of this RFP are to be governed by and construed in accordance with the laws of the province of Nova Scotia and the federal laws of Canada applicable therein.
11. NOTIFICATION OF SUCCESSFUL CONSULTANT
- The successful consultant will be notified by email no later than the week of September 2, 2024. Unsuccessful consultants will also be informed via email.
